MCIL halts foreign permits
The Ministry of Commerce, Industry, and Labour has put on hold applications for foreign investment and requests for foreign employment permits while a review is underway.
The Ministry confirmed this in a public notice issued on Monday this week advising the public about the temporary suspension of the services until further notice.
The issuance of foreign investment certificates (FICs) and foreign employment permits (FEEPs) has been halted.
“This temporary measure is aimed at strengthening the regulatory framework relating to foreign investment and employment permits,” a notice signed by Acting Chief Executive Officer, Fiu Jacinta Matulino stated.
“We kindly request that all FIC and FEEP holders who are seeking to renew or amend their applications exercise patience as the Ministry carries out this review.”
In June 2024, the MCIL confirmed the potential cancellation of 49 enterprises and urged companies to comply with regulations.
The Ministry noted the importance of adhering to the guidelines outlined in the Foreign Investment Act. The Act is designed to ensure that foreign investments contribute positively to the Samoan economy, fostering growth and development while maintaining regulatory oversight.
Affected businesses were urged to take immediate action by preparing their written submissions, detailing their operational status and future plans.
Last year there were also several warnings from the MCIL against foreign employees who were brought in to work for certain employers but were suspected of working in a different workplace.
In addition, some foreign employees were allegedly doing work under reserved activities only intended for local citizens which is in breach of legislation.
