Concern on water bill estimating
The writer is concerned about Samoa Water Authority estimating bills.

Dear Editor,
I just received my water bill for some $53.00. The invoice was in the gate, for a change.
The previous month’s bill was $2.24 and the previous some $25.00. Paid by EFT of course! It would appear that the SWA meter readers are not doing what they are paid for, that is actually reading the meter.
Do they not know that it is illegal to estimate bills? Doesn’t do much for household cash flow either! I had this out with the SWA Accounts Manager some months ago and all was good for a while but of course – WHO CARES.
