Parliament suspended for two hours ahead of second no-confidence motion

Parliament was suspended for two hours on Tuesday morning as the Opposition and members of the ruling party discussed the wording of a motion of no confidence against the Prime Minister and her Cabinet.

The motion from Gagaifomauga No.3 and chairman of Faatuatua ile Atua Samoa ua Tasi Laauli Leuatea Schmidt was not accepted by Opposition Leader, Tuilaepa Sailele Malielegaoi.


After negotiations with Laauli and his faction on the second motion of confidence, Tuilaepa said they would not accept it as it does not align with their position. 

Prime Minister Fiame Naomi Mataafa questioned if it was appropriate for the House to decide on the same motion ruled on last week.

Laauli took the floor and said that his side never questioned the process in the last motion, saying the Speaker interprets Standing Orders.


He added if there was interference from the government leader and there was an objection, they would move to withdraw their motion and ask to reconsider the earlier motion brought by the opposition last week.

Laauli told the House that the amended motion from the opposition may be worded differently but was the same as their intention that there was no confidence in the cabinet.

Fiame intervened on a point of order saying she was not objecting to the motion and the difference between the second and the first motion.

Fiame explained the difference is that the first motion has already been determined by the House and the second motion asked the same question to be decided again.

Minister of Police, Faualo Harry Schuster interjected and referenced Standing Orders that stated matters already ruled on by Parliament cannot be decided on unless the House decides to.

The Speaker then ruled to adjourn the session for two hours just after 10 am to allow for the matter to be sorted behind closed doors.
