X-ray scanner online this month

After a lengthy procurement process spanning over three years, Samoa is poised to inaugurate the highly anticipated X-ray container scanner on 25 July. 

The announcement was confirmed by Deputy Prime Minister Tuala Iosefo Ponifasio, who also serves as the Minister for Customs and Revenue (MCR), underscoring the device's critical role in enhancing border security measures.

The mobile X-ray scanner, procured from Nutech Limited, a reputable company based in China, comes with a price tag of US$3.5 million (SAT$9.5 million). Its acquisition was made possible through funding from the Asian Development Bank as part of the Enhancing Safety, Security, and Sustainability of the Apia Ports Project (ESSSAP). 

This project represents a significant investment aimed at fortifying Samoa's capabilities in intercepting contraband items, such as illicit drugs and illegal weapons, at its ports.

"The arrival of the container X-ray equipment marks a pivotal moment for the Ministry of Customs and Revenue," stated Deputy Prime Minister Tuala Iosefo Ponifasio. 

"This technology will streamline our inspection processes, enabling us to detect prohibited items within containers without the need for physical unloading."

The warehouse housing the container X-ray scanner has been constructed and is situated adjacent to the Ministry of Customs and Revenue's car park in Matautu. 

The facility is designed to accommodate the mobile equipment, ensuring optimal functionality and accessibility for customs officials tasked with monitoring incoming shipments.

Currently, the officials are undergoing trainings on how to use and operate the scanner. 

During recent parliamentary sessions addressing the 2024/2025 budget, concerns were raised regarding the rise in illicit drug-related crimes in Samoa. 

In response, Deputy Prime Minister assured parliamentarians of the scanner's imminent deployment and emphasised its role in bolstering Samoa's border security efforts.

"The commissioning of the X-ray scanner on the 25th of this month will mark the beginning of a heightened vigilance at our borders," affirmed Tuala. "While the scanner enhances our capabilities, it is crucial to underscore that our vigilance and border control measures will not waver. We remain committed to safeguarding Samoa from the influx of illegal substances and weapons."
