Shop owner denies footpath violations

The owner of Quicksale shop at Taufusi says they have permission from authorities for their streetfront display, which stretches onto the pathway and has already drawn a public complaint.

The shop has extended the display of its products into the area in front of the store to take up the majority of the adjacent sidewalk.

The area in question has a tent placed in front of the store's entrance with various products are also placed underneath the tent such as pot plants. The tent and the products take up the majority of the sidewalk it is located on.

There were reportedly complaints about the shop's use of the footpath area. 

However, the supervisor of the shop, who didn't reveal her name, told the Samoa Observer that they had already consulted the Land Transport Authority (L.T.A) about the use of the area and received permission to extend their shop frontage as they had.

She claims that they were told by the L.T.A that they can use the area in front of the shop as long as it is within 5 metres of the shop's entrance.


The supervisor then referred all further questions about the operations of retail outlet to its owner, Dr. Li.

Dr. Li was approached for a comment by the Samoa Observer at his office at the Moamoa branch of the Quicksale store on the use of the area in front of the store.

He said that they had already sought permission about the matter with the L.T.A. and made reference to the 5 metre rule which he claimed they were told to adhere to. 

Dr. Li then said public complaints about the area must have come from retail competitors but he would not be drawn into making further comments. 

Questions on the issue have been sent by the Samoa Observer to the L.T.A. Chief Executive Officer, Galumalemana Ta’atialeoitiiti Tutuvanu-Schwalger querying regulations relating to storefront extensions and whether approval has been given.
