Emergency rules "heavy handed"
Closing shops and interrupting church services is too "heavy-handed" because Samoa has no case of COVID-19.

The Government has come under scrutiny from the leaders of two political parties who say the random enforcement of State of Emergency (S.O.E.) orders - including Police officers entering churches - are "heavy handed" and "unnecessary."
