SNPF investigation prolongs

Investigation into allegations by Samoa National Provident Fund (SNPF) management against its chairman Papalii Panoa Moala may take a bit longer to be resolved.

As confirmed by the Samoa Observer, the investigation is now anticipated to stretch for another two weeks. 

The chairman voluntarily relinquished his duties amid an inquiry initiated by the Ministry of Finance and Ministry of Public Enterprises.

Originally expected to conclude within two weeks, the investigation now appears likely to extend into the coming weeks.

Despite the ongoing scrutiny, the chairman has sought to reassure the public, particularly contributors, of the safety of their funds under the stewardship of the current board of directors and staff.

As revealed in interviews with local media outlets, Papalií urged contributors not to be alarmed, expressing confidence in the fund's growth and investment returns.

Addressing questions regarding the legality of his appointment, Papalií cited provisions within the SNPF Act, specifically amendments passed by the Legislative Assembly in 2010. 

He refuted allegations of illegality, expressing disappointment towards opposition figures for questioning his appointment and challenging the former administration's inaction on legislative amendments.

"It is there in the Act," asserted Papalií. "Cabinet has followed this part of the law and appointed members with qualifications and eligibility. If suitable candidates are found, there is no need for additional government representation on the board."

The investigation into Papalií's leadership was initiated following a letter of concern from senior members of the Fund, highlighting various behaviour and decisions deemed concerning. Despite Papalií's denial of these claims, the investigation persists, with a conclusion expected imminently.

Meanwhile, Minister of Finance, Lautimuia Uelese Vaai, has advised the Fund to withhold charges against its management to prevent interference with the independent investigation. The SNPF had previously launched an internal investigation in response to a letter of concern from its management, resulting in administrative charges against certain members. 

Minister Lautimuia stressed the importance of awaiting the outcome of the independent inquiry before taking further action.
