Safety laws - review needed

Interestingly, my husband and I have just returned from Samoa and encountered the same fine. My husband was driving and he was on the phone. 

The officer was on the other side of the road, came running across traffic and jumped in front of our car holding out his hands to stop. 

I was at a loss as to why we were stopped as I didn’t know that using a phone while driving was an offence in Samoa (now I know). 

My point is, what is interesting is that they fine people from talking on the phone and kids are allowed to ride on the back of utes without any seat belts. 

Sitting on laps is allowed and no seat belt law. 

Kids are allowed to buy liquor and cigarettes and also small shops can sell spirits as well. I think they need to review their safety laws.
