Cabinet demands Annual Reports

Prime Minister Tuilaepa Dr. Sa’ilele Malielegaoi’s administration has ordered government Ministries and Corporations to submit their Annual Reports to Cabinet immediately.

It has also demanded that starting from the financial year 2018/2019, it is now compulsory for all government bodies to submit Annual Reports to the Ministry of Prime Minster and Cabinet, no later than 30 September every year.

The instructions are given in a Special Cabinet Paper (FK (17) Fa’apitoa 13) obtained by the Samoa Observer.

 The document shows that a special Cabinet meeting had resolved for the Ministry of the Prime Minister and Cabinet as the focal point of receiving and following up with individual offices about the progress of their annual reports.

The Ministries and Corporations have also been told not to waste money on using colour photographs and glossy papers to print them.

The Cabinet Paper is dated 22 November 2017. It was issued following a special Cabinet meeting on 17 November 2017 where the issue of annual reports was discussed. 

The Samoa Observer understands that during the meeting, concerns were expressed about the delay in the submission of a number of annual reports.

This prompted the follow up letter from Cabinet to all the heads of government Ministries and bodies, signed by the Chief Executive Officer of the M.P.M.C, Agafili Shem Leo.

A translation of the letter in Samoan reads:

 

“During its special meeting on Friday 17 November 2017, Cabinet discussed PK (17) and resolved:

1. That the Ministry of Prime Minister and Cabinet will follow up on the progress of all annual reports for government Ministries and Corporations. That the M.P.M.C. will work with all state owned enterprises to submit their annual reports to Cabinet.

 

2. Ensure the annual reports include: 

• Targets set and achieved 

• Targets that have not been achieved and the reasons

• The link between work in the Sector Plans and S.D.S.

• Expenditures and Revenues

• Staff 

• Major challenges faced by the Ministry/Corporation

• Recommendations for Cabinet 

 

3. We are enforcing the ban on the use of colour photos and glossy papers to print the reports 

 

4. For reports for the Financial Year 2016/2017 that have not been submitted, it is compulsory that these be submitted to the Ministry of the Prime Minister and Cabinet no later than Monday 11 December 2017.

 

5. For the 2018/2019 Financial Year, it is now compulsory to submit all Annual Reports to the Ministry of Prime Minster and Cabinet no later than 30 September every year, so they can be submitted to Cabinet.”

 

The Cabinet paper also demands a report from the Audit Office to detail which State-Owned-Enterprises have not been audited for the Financial 2016/2017. 

“This report should be submitted as soon as possible.”
