The question is conflict of interest

Re: Controller and Chief Auditor explains

We are not accusing you “Controller and Auditor-General” of cooking the books. What we are accusing you is a conflict of interest.

As you are the son-in-law of the P.M., there will always be suspicions that you may be influenced by your father-in-law to not do your auditing job properly.

If you are an honest man and follow the Christ, has your father-in-law interfered with the auditing process? Yes or No?

If the P.M., and Ministry of Finance are cooking the books then it is the Auditor’s job to tell the Samoan public that the P.M. and Ministry of Finance are cooking the books. Even if it means losing your job over it.
