Samoa rugby’s problem is the bad quality of coaching going on at the grassroots level. 

They need more development programmes to teach the coaches that head high tackles and diving into rucks is against the laws. 

Correct technique - especially at ruck and scrum time is something that really needs to be emphasised at age-grade level. 

I think too many players learn their playing habits at an early age and by the time they get up to play for Manu Samoa 7s or 15s, those old habits come back when tired under pressure.
