Nope. We should stop relying on World Racism for helping Oceania -- Oh, excuse me, I meant World Rugby. 

Hardly anything WR does for Oceania is meaningful. 

Samoa just needs to invest more time and funds in developing young local talent, so we don ‘t have much of a problem scouting for players scattered around the world to play for Manu Samoa.

 Locals need top level tourneys and tours overseas to hone there skills - especially junior sides. 

If they don’t get overseas experience, then don’t expect them to do much. Might as well forget about it.
